Child and Youth Programs (CYP) provide high quality child care programs and services that support eligible families. The program operates under the auspices of the Family Care Branch. Certified by the DoD and accredited by the National Association for the Education of Young Children and the National Afterschool Association, CYP offers nurturing, developmentally appropriate care for children from 6 weeks to 12 years. All programs are designed to enrich your child’s social, cognitive, emotional, physical, and intellectual growth and development. Fees are set by the DoD and based on total household income.
All families must register and submit Requests for Care with MilitaryChildCare.com before processing through the local enrollment office.
Services are reserved for dependents of active duty military service members, DoD civilian employees paid from APF and NAF, Guard/Reserve component military service members on orders, combat related wounded warriors, surviving spouses of military members who died from a combat related incident, eligible employees of DoD contractors, other federal employees, and military retirees when space is available.

Using an integrated community health approach, the Community Counseling Program (CCP) equips Marines and families with the skills to address life’s challenges before there is significant impact to performance in their duties and relationships. We assists Marines and families in accomplishing their personal goals through short-term solution focused counseling, skill enhancement, education and referrals to other helping resources.
Community Counseling focuses on screening prevention and intervention of stressors and problems to improve readiness and quality of life by providing evidence-based intervention activities including non-medical counseling and clinical case management. We offer individual, couple, family, child, and group counseling services that are supportive in nature and include, but are not limited to the following areas: relationships, communication, stress management, anger management, parent-child concerns, and grief and loss.
The foundation of the CCP is to ensure Marines, Sailors, and their families are properly assessed, treated, and if necessary, provided referrals to appropriate agencies across the continuum of care. All of our counselors are independently licensed and credentialed professionals who can work with you to develop a plan and find solutions designed to meet your specific needs and help you overcome stressors related to the challenges in your life.

The Exceptional Family Member Program (EFMP) supports the continuum of care for all eligible sponsors and their family members in order to improve the quality of life for families that support a member with special medical and/or educational needs. EFMP is a DOD-mandated enrollment program designed to support individual, family, and unit readiness. We work with the family, base resources, and community supports to provide access to the best level of care possible. Eligible families who are enrolled in EFMP have access to respite care to assist in meeting the needs of their family. We also have a range of adaptive toys that can be checked out by parents of children with special needs, as well as many helpful books and videos on a variety of special needs.

Family Advocacy Program
Clinical Counseling Services
Clinical Counseling and the Family Advocacy Program's over-arching goal is to directly support individual's and families; thereby supporting mission readiness and retention. The program offers individual, couple, and family counseling as well as prevention and education workshops. Some of the workshops include stress management, anger management, and couples communication. Crisis intervention, victim advocacy, domestic violence assistance. treatment groups, and Rape Aggression Defense (RAD) are also part of the program. As part of the Coordinated Community approach, the programs also work together with other community services and the command to strengthen Marine families.
Men's Domestic Violence Intervention Group (STOP)
The Men's 26-week group is a treatment group designed to offer men intensive training in new skills for self-management, communication, problem solving, and empathy for others to reduce the risk of future relationship violence. The group primarily uses the Innovative Skills, Techniques, Options and Plan for Better Relationship (STOP) manual developed by Dr. David Wexler. Each week, participants are engaged through a combination of skills training exercises that focus on a particular aspect of relationship health. Participants must pre-register and be referred by a Family Advocacy Program, court-ordered, or with strong Command support. Please call for more information.

High Intensity Tactical Training (HITT) is a comprehensive strength and conditioning program that provides programming, facilities and education for active duty and reservist Marines. It focuses on physical resiliency and combat readiness. Phases of work out include pre-deployment, deployment, and post-deployment, or building your own workout templates, the Marine can fully develop and maintain their physical readiness and resiliency. Our HITT site is located next to Daniels Family Fitness Center. Instructor led classes are held twice a day and large group PT sessions can be scheduled with 48 hour notice. Class reservations must be scheduled before 2PM.

Marine Intercept Program

The Marine Intercept Program (MIP) is an outreach program offering ongoing support to Marines and attached Sailors who have had suicide ideations or attempts. Licensed installation Community Counseling Program (CCP) counselors provide follow-up contact, care coordination, and suicide risk assessment to Marines and attached Sailors. The CCP MIP counselors will make a series of caring contacts for 90 days post ideation or attempt. Research indicates that the risk for a repeat suicide-related event or death by suicide is highest during the first 90 days after the ideation or attempt.
The Marine Intercept Program (MIP) is collaboration between a Marine, the Marine's Commander, the installation Community Counseling Program (CCP), and Headquarters Marine Corps (HQMC). MIP services are provided by installation CCPs to Marines for whom HQMC receives a Serious Incident Report (SIR) or Personnel Casualty Report (PCR) for a suicide ideation {SI) or suicide attempt (SA). MIP services use evidence-informed practices to follow up with a Marine after a SI or SA. After contact with the Marine, the CCP MIP counselor will reach back out to the command and provide updates on the Marine's current status. The goal is to reach out with non-medical continued caring contacts along with risk assessment and safety planning.
Command
The command contacts the installation CCP closest in proximity to where the Operations Event/Incident Report (OPREP-3), SIR, or PCR was submitted in response to an identified SI or SA. MIP does not duplicate, replace, or interfere with existing services. MIP is outreach NOT treatment.
Commands can provide support by:
- Being the point of contact to assist in tracking the Marine's care and resources.
- Providing contact information if the Marine is currently receiving inpatient care, and informing CCP immediately upon discharge-this is a time of increased risk
- Influencing the Marine's engagement in services
- Providing feedback and input regarding the Marine
- Receiving status updates from the MIP counselor
- Assisting with reintegration
- Ensuring all units are familiar with MIP and the added layer of support it can provide

Counselor
Once a Marine is identified as having SI or SA, the Community Counseling Center assigns a counselor to provide caring contacts.

- Maintain a collaborative approach with command leadership and healthcare providers
- Use evidence-informed suicide risk assessment tools (Columbia Suicide Severity Risk Scale)
- Create and update a Safety Plan, an evidence-informed tool

New Parent Support Program

The New Parent Support Program (NPSP) is a voluntary strength-based parent education program which is delivered through education and support, secondary prevention, intensive home visitation services, parent support groups, and the ability to link parents to appropriate referrals and resources. Program eligibility is offered to all Marines, other military service members, family members who are expectant parents and parents of children from birth to five years of age. The NPSP Home Visitors (HV) are Registered Nurses, Licensed Clinical Social Workers, and Licensed Marriage and Family Therapists who specialize in newborn care, infant/child development, and parent education.
Through a variety of programs such as home visits, support groups, and parenting classes, the NPSP can help families adjust to having a new baby in the home, cope with stress related to deployment/post-deployment issues, change in family dynamics and/or improve parenting skills. Even if you have been raising your family for a few years, challenges may arise as your child grows and develops. The NPSP offers you the opportunity to express your concerns, ask questions about your baby, young children, enhance parent child relationships and parenting techniques, build skills, set goals, gain knowledge and access referrals.
All NPSP classes are FREE. Services provided by registered nurses or licensed cinical social workers.

The mission of the MCLB Family Advocacy Program (FAP) is to promote healthy military family development through the prevention, identification, and treatment of intimate partner violence, child abuse, and neglect. The program stresses early intervention and education to protect victims and increase family competencies. Prevention and education services are designed to prevent child abuse, domestic violence, and problematic sexual behavior in children and youth by:
- Improving family and individual functioning
- Easing stressors that can aggravate or trigger patterns of abusive behavior.
- Creating a community and command awareness of abuse
- Delivering specific education programs
Our program provides community-wide education and awareness of situations that could contribute to family violence using strategies that focus on teaching skills to improve protective factors and enhance strengths. Although our program specializes in preventing family abuse, a wide variety of families and individuals can benefit from our educational offerings. Individuals, who are having a party and need tables and chairs, or those having a child’s party and need something fun for children to romp around in, may check out the inflatable jumpers available to rent by the day or weekend. If you're in need of a boat for fishing or simply taking a ride out on water, we have different selections for you. Fun, adventure and relaxation await you at the MCCS RV Parks. The RV Parks are located on Marine Corps Installations across the United States with full hook-ups, bathrooms, showers, laundry and more.
Reservation Information
Eligible patrons: Active Duty, DoD Civilians, Retirees, and Reservists of all military branches.
- We have 28 RV Lots. Rates include water, sewage, and electricity. Cable available with a refundable $100 deposit.
- The Comfort Station is located next to the park in Bldg. 9251A and is handicap accessible. It includes restrooms, showers, coin operated washers and dryers ($1 per load) and a bleach, detergent and softener dispenser (.75 cents per item). A change machine is also available.
- There are no size restrictions and the sites can accommodate a 5th wheel. 30 and 50 amp available.
- Oversize vehicles must use the Truck Gate on Mock Rd., open Monday - Friday 7:30AM - 3:30PM. After hours and weekends the Main Gate on Fleming Rd. must be used.
- Patrons must have mail sent to a P.O. Box in town.

The Substance Abuse Program utilizes evidence-based programming and practices, including prevention education, early intervention initiatives, counseling, and drug and alcohol deterrent activities to promote overall health and mission readiness. We are dedicated to offering education and intervention assistance for individuals of the military community who are experiencing substance abuse problems or have questions about drug use and their effects.
Participants completing any of these services are offered a continuum of care to assist in the transition of new lifestyle skills and behavior management. Assistance is always offered on a voluntary basis, but can be Command and/or court-ordered.
We offer:
- Education on substance misuse, relationships, stress management, emotional regulation, thinking patterns, as well as addressing issues directly related to alcohol and drug use, including illicit and prescription drugs.
- Referral to local treatment services and facilitation of the process to move a Marine with s substance use disorder through an individualized continuum of care, allowing the Marine to return to duty.
- Group counseling, coordination of care, aftercare, and case management.
- Evidence-based continuum of prevention, counseling and deterrence activities that prevents career or life-altering incidents, and supports commanders' efforts to ensure that Marines arrive to work safe and fit for duty.
Substance Misuse Prevention Program
The Substance Misuse Prevention Program's primary purpose is to provide prevention education and training to both military and civilians to enhance mission readiness. The program provides requisite knowledge of the effects of alcohol abuse and misuse, to ultimately assist in making responsible decisions. The SMPP's primary goals are (1) to reduce alcohol-related incidents, (2) eliminate/reduce underage drinking, and (3) reduce alcohol-related problems due to driving under the influence. Trainings and educational classes are offered at least twice a year or by request for the Marines/Sailors at the Substance Abuse Counseling Center.
Prime for Life 4.5 is for Marines whose commanders have identified as high risk for alcohol and/or drug use. At the request of the commanders the SACC will provide this intervention to their Marines. No referral to SACC is necessary.
Drug Demand Reduction Program
The Drug Demand Reduction Program (DDRP) provides Marine Corps plans, policy, and resources to improve and sustain the capabilities of commanders to provide opportunities to prevent problems which detract from unit performance and readiness.
The primary goal of the DDR Program is to reduce health and social coat to the military of illegal drug use. DDRP provides extensive drug testing for Marines, education, and awareness programs focused on maintaining military readiness

Thomason Gym
Thomason Gymnasium/Athletic Section offers a wide variety of seasonal activities along with providing sports for every day leisure. Our Intramural sports includes volleyball, flag football, soccer, kickball, racquetball, softball, dodgeball, and basketball. We also provide the opportunity to rent numerous sporting equipment such as flag football gear, golf clubs, and miscellaneous other equipment for personal use.
Eligible Patrons Active duty, retirees, DoD civilians. Active duty has priority on the court.
Youth Sports
We provide team sports opportunities for kids. Our primary goals are to teach kids that recreational sports are inherently competitive but that learning the fundamentals of the sport, displaying the qualities of good sportsmanship, participation and having fun, are the most important aspects of any sports.

While you’re on active duty, 100% of your tuition is covered at accredited institutions, up to $225 per college credit and/or $4500 per year. The Tuition Assistance Program is available at any duty station and participating can even help you earn bonus points toward promotion. To continue receiving these benefits, Marines must maintain a "C" average while enrolled.
If interested in postsecondary education, from vocational certification through graduate study, TA will fund up to 100% of institution charges for tuition, instructional fees, laboratory fees, computer fees and mandatory enrollment fees combined. Funding will not exceed $250 per semester hour equivalent and $4,500 per individual per fiscal year. Combinations of the different educational levels will not exceed the fiscal cap.
TA is not authorized for books or for lower or lateral degrees. Officers using TA agree to remain on active duty for two (2) years following the completion of the TA funded course.
First-time students must complete a TA Orientation Class PRIOR to using TA. Marines at remote sites (non-Marine Corps installations) may access the Higher Education Preparation Course on Joint Knowledge Online. It is strongly encouraged to contact Voluntary Education staff for assistance.
TA for remote Marines and those assigned to other service sites is processed at Camp Lejeune/Cherry Point for those east of the Mississippi and Camp Pendleton for those west of the Mississippi. I-I duty Marines apply through MARFORRES, New Orleans. Recruiters apply via their recruiting district or region headquarters.

Victim Advocates
The role of the Victim Advocate is to represent the interest of victims of spouse abuse, non-offending parent child abuse, sexual assault, and rape. Victim Advocates support the victim's safety. A victim is not safe until free from violent acts themselves, and also threats of those acts. Victim Advocates support the victim's autonomy. You have the right to make decisions about what is in your best interest. However, if there has been a domestic violence incident our staff is required to report suspected child abuse and spouse abuse. We respect your ability and responsibility to make decisions involving your safety and well being. Our Victim Advocate services are available to you if you are experiencing physical, emotional, or sexual abuse.
A Victim Advocate can provide:
- Information and referrals to other services
- Crisis intervention
- Accompaniment to medical, legal, law enforcement and FAP assessment interviews
- Help developing safety plans
- Help obtaining protective orders
- Assistance with victim impact statements
- Information to victims on all decisions and actions taken on cases involving them
- Educate spouses on their rights and what assistance is available
- Educate and advise service providers, agencies and the public about the dynamics of interpersonal violence
- Work to change the system’s response to one that insures protection for the victim and emotional support
Types of Reporting
Unrestricted Reporting - Adult victims of domestic abuse who wish to pursue an official investigation of the incident should use standard reporting channels (e.g. chain of command, FAP. or law enforcement).
Restricted Reporting - provides adult victims access to medical and victim advocacy services without command or law enforcement involvement, Reporting can encourage victims to feel more comfortable and safe about reporting doemstic abuse. Only adult victims are eligible to elect restricted reporting. Adult victims of domestic abuse who desire restricted reporting under this policy must report the abuse to one of the following specified individuals: FAP Clinician, VA or VA Supervisor, or DoD Healthcare Provider.
Transitional Compensation for Abused Dependents (TCAD)
The purpose of TCAD is to provide temporary financial assistance to eligible family members and, when applicable, Service Members. TCAD helps to ease the financila burden for eiligible family members afer the Marine offender is separated from the Marine Corps for a dependent-abuse offense. Any domestic abuse offense acted out by a Service Member upon eligible spouse and/or children. The Offense must be a criminal offense as specified under UCMJ Federal criminal law, criminal laws of the states and other jurisdictions of the U.S., and/or laws of other nations. The Victim Advocate can assist with Transitional Compensation if you qualify.
Domestic Violence is not a Marine Corps Value
Marine Corps policy states that acts of domestic violence or neglect are incompatible with the high standards of professional and personal discipline required of members of the Marine Corps. A Marine who is abusing his or her spouse cannot be considered a good Marine, since this behavior is contrary to the Core Values and standards of excellence of the Marine Corps. Turning to the Family Advocacy Program for help does not mean that your spouse's career will be ruined or that you must end your marriage. In fact, turning to FAP for assistance in dealing with family problems will help keep you and your children safe, and maybe help your partner before it's too late for career, marriage, and family.

The Voluntary Education Program provides personal and professional learning opportunities to the Marine Corps community. Services and resources are provided by qualified counselors and advisors in cooperation with education service providers through individual and group counseling, workshops and training opportunities to include testing for college credit and pre-admission. Service members can also receive recommended college credit for military training and experience, take tests to earn college credits, complete a trade apprenticeship, and enroll in post-secondary education programs that lead to associate’s, bachelor’s, graduate and post graduate degrees.

SkillBridge Employment Training Program
Marine Corps SkillBridge supports DoD initiatives that promote civilian job training available to transitioning military service members. The MARADMIN 350/18 and DEPARTMENT OF DEFENSE INSTRUCTION 1322.29 supports this voluntary program. The Marine Corps SkillBridge initiative connexts Marines with available training, apprenticeships, and internship opportunities that offer a high pobability of employment for Marines who are separating; these services shall be provided at little or no cost to the Marine. With command approval, all Marines can participate in a SkillBridge program.
